IDC, Survey on Certified Email (PEC) in Italy – White Paper, Doc #EUR254816126, October 2026.
The conference in a nutshell
For twenty years the conference has been tracing the evolution of PEC messaging, now a strategic digital asset and an established standard for legally binding communication. With roughly 20 million active mailboxes, PEC has become an integral part of public administrations, businesses, professionals and citizens, even extending beyond the areas in which it is required by law.
The data and use cases presented demonstrate PEC's tangible benefits for Italy: simpler processes, lower costs, shorter processing times and greater efficiency. Looking ahead, the conference also explored how to build on this Italian achievement and develop it further within the European framework of eIDAS 2.0, EUDI Wallet and Business Wallet, towards an integrated and interoperable ecosystem.
Millions of PEC messages, millions of stories
Francesca has been running her gelateria for years. When she decides to renovate, rebrand and expand her business, she faces a series of administrative procedures, permits and certifications involving different parties. Each has a role to play, and PEC helps streamline communications throughout the process.
As Francesca's story shows, PEC has become part of everyday life in Italy, supporting essential communications and processes involving businesses, professionals, citizens and public administrations.
Ready for Europe
In 2025, Aruba and Asseco used a proof of concept to demonstrate interoperability between different national systems, enabling the cross-border exchange of certified communications.
Today, that pilot project has evolved into a joint venture aimed at creating a European hub open to qualified providers and capable of connecting different systems and standards.
This initiative builds on the Italian experience: a regulated, multi-provider, interoperable model that can contribute to a shared European ecosystem.
